This is hat from VKPO (VKBO) set. Created for Cold weather. It's non classic "Ushanka hat", because it's also have holes with web for radiosets also.
Very comfortable. Main difference from Officer version - it have holes for radiosets and it's made from non natural fur and that's why it's not so warm, as officer one.
But still it's army issued, mainly produced in 2014-2017 years and still in use.
